redirections and keepsafe's are done manually by the postperson in the delivery office each day.

When it is a regular postperson it is likely they will be done correctly. If it's a relief posty and he is doing his job properly all will be well. However a lot of relief's are drafted in to cover sickness at the last minute and it's common for redirections to be 'forgotten'.

Also some delivery rounds have a lot of redirections - they take a while to do and the posty may be anxious to get out on delivery and 'miss' a few.

In general it's an ok service.

also bear in mind many people get mail with the wrong address
a new/floating postie wont know its wrong so theres a good chance they will miss the mail fro redirection
flats are the worst for this

Are you sure that their redirection is still in operation? If they had paid for 6 months from April it would now have lapsed.
