Mapeley won a couple of contracts to buy properties belonging to government agencies and to lease them back with maintenance services provided. One of these is the Identity and Passport Service and since Brook Street is near the Passport office, it would seem quite possible that the land was formerly owned by the Home Office.0

hi thanks for feedback !! um the lady goes with her friend as she doesnt want to be on her own which is a fair point like it said in a previous thread they r not the most of liked people so i can see why she would travel alone but i have also met the man who is part of three counties and his identification which is valid on the sia website, and i was told by friends who work at churchgate that it is owned by the home office x x0

Well I knew that the Inland Revenue (as it then was) had sold and leased back its estate to some off shore company but I didn't know the Home Office had done so as well. Whatever. The owner is the name shown on the Land Registry see entries I posted above.
Peanut's informant's information is probably not up to date, they may not be aware of the technicalities of ownership/leaseback. To sue, you need to sue the registered landowner.0 -
The leasehold agreement with Mapley Estates appears to be for staff contract car parking for a company called Lambert Smith Hampton (LSH).
They have an office in Peterborough, but the agreement with Three Counties Clamping is instructed by them!
The agreement is dealt with by a gentleman called Ben Hooker at their Luton Office.

I have just had exactly the same experience as those listed previously. On Sunday (just gone), I parked up, got my ticket only to find a clamp when I arrive back to my car. There was absolutely nothing stating the bay I parked in was for private use, apart fom a bollard which was down. This must be some form of entraptment!
I'm furious with them! Once I had asked them to send the van round to release the clamp, they then informed me that I had 15 minutes to get the cash as they wouldnt accept anything else. I had to rush to the nearest cash point and just made it back in time - otherwise they would have charged an extra 30 quid!
It was the 2 bulldog girls and fierce dog who came - obviosuly lacking any any kind of social skills...
I have written a letter to Three Counties asking for mu money back. Fully expect them to refuuse it, but I will then consider next step. Possibly small claims??
These scum cannot keep getting away with this!!
I have already spoken to Ben Hooker as previously mentioned - he was very well versed in spouting out the rulebook. I think more voices need to be heard on this - all of us "victiims" could form some kind of group as previously suggested?0 -
Same advice as to the others:
Yes, small claims against the clampers AND whoever contracted them (leaseholder and/or freeholder of the land).
Send a Notice Before Action to all 'jointly and severally liable' firms in this rip-off. Occasionally a leaseholder/landowner will relent and make sure you get your refund before the amount escalates to include your Court fee, expenses, lost income, interest etc. It's worth a try as it's them not the clampers who are likely to end up paying if it goes to Court (make that clear).
Register on pepipoo and start a new thread there for help with your Notice Before Action wording, keep to one thread of your own and ask questions along the way on that same thread as and when you have to go to the County Court. You'll get good advice on pepipoo:
