PAC code can be used where?

If you have a mobile number on PAYG or contract and request a PAC code from the company, can you take out a new contract with that company and advise them you have a PAC code (from themselves)?
This question is really because some companies are still offering better deals to "new contracts" than to "upgrades".

No, you can't port to and from the same network. However you can port to a free/cheap SIM on another network and then back again.No free lunch, and no free laptop
