Don't you need an NI number to be registered with a Doctor?
Does your Mum have a Doctor or Dentist?

No NI needed to join the doctor - but she's been with the same practice for over 30 years

She should have been claiming family allowance since the birth of her children. Family allowance has been around since about 1945. These days its called Child Benefit.

Is she not claiming state retirement pension. She should have been doing so since she was 60.

Even if she had not even worked a day - she should still have an NI number.

You automatically get fuel allowance if you are on a state pension.

Why hasnt she been claiming all these years.

    1) Ignorance is our only defence. Simply not aware that she was entitled to anything.

    2) Are there different types of Pension available for over 60s? What should she apply for.

So we can advise, I think you need to provide a bit more info. For example-
Has she returned to the UK from abroad?
What has she been living on for all these years?
Is she now separated from her husband? If so, where is he?
Does she have any capital and/or income in the UK or abroad?

    1. No - lived in Uk for 45 years. Only been abroad for brief holidays
    2. My dad is a self employed cabbie, now doing reduced hours due to age (not retired / not receiving any pension)
    3. See No.2
    4. She has no income; no savings; no assets anywhere. She doesnt even have a bank account!

    A very traditional, 'old-school' housewife.

Nobile if she lived in the UK for 45yrs then did she come from abroad originally as she is now over 65? I don't understand as you also say she has held a British Passport since birth. Your Dads age is also relevant to wether she can claim a pension

If you and any other siblings were born in the UK, she would have received an NHS no when she went to the doctor when she was pregnant/when you were born. You say that she has been with the same doctors for 30 years - NHS doctors? There will be an NHS no for her. That is a start.

If your father was a cabbie in the UK he would have known that the family were entitled to family allowance and her name would be on the family allowance books - father's name very rarely, if ever, appeared on the f/a book. Edited: just realised "never any need to claim f/a".

As she has made no NI contributions she cannot get a state pension in her own right - and whilst her husband is working she cannot claim on his NI record either.

There is no point in getting on your high horse about her "not entitled to anything" - so far as you say, there are no records of her being in the country - so why should she be entitled? Find the trail - find her NHS no - ask at the doctor's surgery, it will be on her records there.

    1. Born in Kenya -a British colony I believe, so her 1st passport was a British passport.

    2. My dad is 63.

people from other countries, like parts of India and Pakistan, can be holders of British passports without having been born in the UK.

Do you have brothers or sisters - if so, there must have been some kind of family allowance (it didn't used to be paid for the first child). Your mum is a similar age to me so what did she think she was going to live on in her old age, or if your father died? How old is your dad and does he expect to claim a state pension.

    1. I most definately wasnt getting on any 'high horse'

    2. She had a Family Allowance book - with our names on it, but there was no need for a Ni Number in those days....dont know if she still has it. Will ask.

    3. I didnt come here asking for State Benefits - it was the Winter Fuel Grant for over 60s that we are trying to apply for (others mentioned the State Pension etc etc)

    4. She has had a Medical Card for decades - so should have an NHS number.
