The assistant is not legally obliged to sell them to you. They have the right to refuse to sell to anyone for any reason. This is because the goods on shelves are what is termed as an invitation to treat. The customer goes into the shop and makes an offer to purchase and the shop choses whether to accept that offer.

It was penny stock where I worked because even if it was 1000 items, that only meant it showed up as £10 of "dead" stock on the system.
The retail value of stock isn't something we normally concern ourselves with. It's number of units and cost price....which don't change.
