yes drain system and use a big hammer to bosh a big hole in the cylinder. You will see lot's and lot's of scale.
As i said just get your landlord to sort it out.

Well. rang them up, and plumber coming out tomorrow to have a look.

Not good saying we've only been in 3 days...
