They can't which is why they ensure they either send it with a COP or special delivery for items over £32 so that they can refund the buyer and reclaim the item cost from the Royal mail.
A COP gives the seller the same right to claim back from the Royal Mail as paying extra for recorded delivery does. Both cover up to £32 of loss.

If the seller is so worried about an item not being delivered he should only offer recorded and include this factor into the P&P. Why should a buyer be held responsible for an item not recieved?
When i send items i always state Sellers standard rate. If the item sells for less than £32 i send the item out 1st class with a COP. If it sells for more i send it out 1st class special delivery. I charge the same amount for each and don't give the buyer a choice. This way it covers BOTH of us. The seller is always responsible to get the item to the buyer.0
