MOD still paying the sites water bill!

Hi there,
I live on a closed down RAF base, along with blimey a about 600 other houses! no-one gets a water bill because Anglian water cant charge anyone as its all still being pumped through by the MOD...
Now im not complaining its nice not having to pay the charges but the agency that own the base now have not given us any advice, Where do we stand? I assume the MOD can at some point bill us for the water usuage?
is there a certian amount of time they can backdate the bills for? is it the same as leccy and gas, i think its 12 months?
We've only been here 6 just curious really?
We've put a little aside each month to be on the safe side, but it seems a shame they are paying out for water, even less money for our troops...
Although i imagine when the prison opens in a few weeks they will start to notice!!

The 12 month back-billing rule does not apply to water.
Are you metered?
I would not have thought that married quarters would have been allocated a Rateable Value(assuming they were built pre 1990)

Don't know about England, but in Scotland, they can try for 4 or 5 years of backdated charges.0
