Best phone upgrade for low usage

Hi
Being a mobile phone novice I hope somebody here can make some suggestions. I'm currently on O2 contract with calls/texts only, which doesn't cost me anything so I can let it run it's course and O2 aren't prepared to offer an upgrade.
I want a phone for business.private use with a reasonable camera, wi-fi, decent web usage. I make about 100-200 mins calls a month and less than 100 texts, I would also need web time.
Any suggestions for the best deal available, I don't wish to pay a great deal and I don't mind cashbacks if it's a reliable company.
