Surprised no one has suggested a Corsa yet? You could get something like a 2002 1.2 petrol sxi 60k milage with alloys a/c etc for that sort of money. Plus there are plenty around for getting the best deal.
Cheap insurance, should be good on consumption. Might not be the best car in the world but parts/servicing should not be outrageous (should be easy to do DIY)
VW's/Toyota would all be pre 2000 older shapes with not so good spec (generally) for £2000 - in my opinion that is.0
