Storage heaters have black heat (don't glow) elements within bricks. The higher the input setting the longer/hotter these elements are on overnight, heating the bricks, and the more/longer they push out heat in the succeeding 24 hours.

You need to have an electricity tariff which includes an off-peak (night) rate. This means that you will have a dual-reading meter. The night rate is usually a 7 hours spread between midnight and about 08:30. Use https://www.energyhelpline.com to get the best electiricy/gas deal. I find that
    https://www.ebico.co.uk has a good tariff.
The main point about the heaters themselves is that you have to anticipate the future 24 hour's weather and set the 'input' accordingly. Also, there should be a 'gradual' dial/button which releases the heat in a controlled way over 24 hour, rather than letting more out to start with and then exhausting itself around 4:30pm! Trial and error in finding the lowest setting in a certain type of weather is your only bet. You'll find you become quite expert at this over a few months!

I have Economy 7 tho without storage heaters.
Loadsa jobs can be done pre 7.30am when mine goes over to day rate.
Pre-cook the dinner in the microwave is one tip. Make up a flask for during the day. A little bit of hoovering each day as long as it's on E7, and I always do the clothes washing, with a timer, set for 6.30 am. Neighbours gone to work by then.
