Very difficult. Issued under RTRA 1984 if I read one image correctly.

Really need to take it to PePiPoo forums for good advice and some eagles. You can post images there immediately and directly.

You could probably go for something along the lines of the fine wasn't distributed within a reasonable time scale...but I'm not 100% if this applies to fines.
I will assume you have asked them for photo's of the alleged offence?
