no he cant, he doesnt own the meter and its not grounds for holding the deposit. if he did you could take him to small claims as the meter doesnt belong to him

You could ... but you'd likely lose even more money in court costs. ;)

It doesn't amtter who owns the meter ... like it doesn't matter who owns the TV, fridge or washing machine.

The basic premise when renting a property is that it is returned in the same condition as which it was let, fair wear & tear excepted.

If the property was let with a credit meter and returned with a PPM, then the LL is rightfully permitted to obtain from the tenant for the cost involved in putting the property back into the condition it was let. That's partly why they request a deposit ;)

Agree with that but having a ppm means you dont get the situation of tenants skipping off without paying the bill which could ultimately come back to the landlord or worst the next tenant being forced to have a ppm because of the credit rating of the property which suppliers do appear to take into account.

true but it does happen that the previous tenant still owes money to the supplier so if they use same card or fail to register with supplier they will be paying it to, - difficult situation all round,

when my gas meter got changed I immediatly rang my landlord before the work was done, it seemed the right thing to do. I was asked why it was been done, which was because atlantic decided to do it after I queried some high gas readings and the meter was very old. Then I was told it is fine no problem but to give my landlord the new serial number of the meter and start reading for his own records.

(change was from old credit meter to new credit meter, so same type but brand new meter).

Credit profiles apply to people, not to property.

(Edit: Don't just take my word for it, take a look at this post by a BG employee:

I once bought a repo property, and as you can imagine, the previous owner occupier had racked up huge debts with countless creditors.

Once I had proved I had bought the property, there was no issue for me to replace the PPM with a credit meter.
