I used to have old electric storage heaters in my council flat, and after trying them briefly, we just didn't use them. They were extremely inefficient, using huge amounts of power and providing very little heat. I would recommend replacing them with something sensible like gas central heating (which we have now, and we're finding gas much cheaper for hot water as well as for room heating).
