    You have a promotional rate of 0% (under which the balance transfer will fall.)

    Any balances that don't fall under the promotional rate will attract the 16.9%. (Any fee attached to balance transfers will fall under this category.)

    Egg changed that a few years ago didn't they? For as long as I can remember the BT fee has been applied at the same rate of interest as the BT itself, in this case 0%.

    Or have they changed it back?

    To the OP - you can't do the BT (balance transfer) until the card has been activated, which you can't do until you've received the card.
