Mobile web video calling

This could cut across a number of threads in this forum so apologies if I've put it in the wrong place.
Recently my ex-wife emigrated to Australia taking my two boys with her. My regular contact with them is now via web video call using windows live messenger. There is no problem with this for weekend calls using my home pc.
During the working week however, due to my work patterns, I find it difficult to sort out time at home to be able to make the calls I'd like to make.
I'm now trying to work out if I can sort out a mobile alternative. First thought was an IPhone (though I've not established yet whether it supports web video calls) or a similar 'smart' phone. I guess I could also use a net book (and web cam). Cost is a limiting factor on this idea so I would be looking to use free wifi access at one of the Manchester city centre alternatives available to me.
I would be grateful if anyone could provide me ideas of alternatives with cost balanced against portability of the technology involved.
