You are well within your right to be annoyed! I would be shouting at someone for sure even if to make myself feel better. Go back to the estate agents as should this information not have been collected in their report. They in turn should speak to the vendor who really needs to reconsider the price and also consider paying ALL or at least half of it. The thing is, is you knew from the outset that you would have to pay this, you may have not gone ahead with the purchase. I know its not alot of money (for some) but as a FTB every penny counts! I think they have tried to be sneaky about it and i would not give up without a fight! Sorry if this sounds harsh but i'm a FTB too and am having problems with a survey so know how soul destroying this whole process is! Good luck x0
