If you cancel your contract you will pay the amount on what tariff you took it out on, not what you have now.
So lowering it will reduce your monthly bill until the end, but if you cancel early you still pay the full amount.
24months @ £40 = £960
After 12 months you drop to £20 and try and cancel, you will be charged
12 * 40 = £480.
If you wish to lower your tariff just ring 02 and they usually let you drop down a single tariff (i.e. £40 to £35) after 9/12/18 months depending on the full length of your contract. And then you can try again each month after to try and drop down further.Although no trees were harmed during the creation of this post, a large number of electrons were greatly inconvenienced.

Yes, try to get them to lower your tariff, as ending you contract early will involve paying the rest of the line rental that you committed to at the start. Whether/how much you can lower the tariff by depends on how far into contract you are.
