If you can live with the range it looks good.
For a similar amount of money you can get a "pedelec" power assisted pedal bike, which can run on electric motor alone. Power assist up to 15.5mph. If the battery is flat you can still pedal it. Realistically in a town environment it's going to get you there almost as quick as the scooter.

I looked into them when the oil prices went really high last year and got onto some forums where people do have them. The Kalkoffs seemed to be regarded as the best and were priced around 1200-1300 at the time. I suspect demand has driven the price up, they are popular on the continent.
I came across several people in Bath who love them for the hills and some middle aged to retired people with slightly dogey knees who find a regular bike to hard going but have a new lease of life with a pedelec regularily doing round trips of 5 to 10 miles.
My feeling is the Kalkoffs have become over priced if they are £1500+ and I would look for a British alternative.
Try asking on http://www.pedelecs.co.uk/forum/ for recommendations, just logged in and realised it was July 2008 when I was last there. User 50cycles runs the business that imports the Kalkoffs.
When considering £1200 as a price it is worth considering that a decent light weight hybrid bicycle (http://en.wikipedia.org/wiki/Hybrid_bicycle) that would be suitable for commuting is around £700-£900.
Watch out for poor quality Chinese imports.
