The above link is probably the standalone version of the webcam philips_toucam_ii_web_camera
Which retails for about £24 in one store (although I suspect this is a rip off and the actual retail price is much lower)
Saying that, it might be TOUCAM PRO II camera, retailing for £32 at pc world.
Both these cameras look similar to the one on camgoo website.

No the base is the same as the others. It is not the normal version. I believe it is an OEM version you cannot buy on its own. it is a PCVC810/00

It comes up as a Toucam II when autodetected for me. No idea if it works on WinMe but it supports plug and play so I'd just plug it in first and give it a go.0
