    With regards to underpayment, thats fair enough, however would that occur even if one of their men read the meter? If they read the meter once a year then yes it can as the payments would be set on the information they have to had at that time and the next read could well show an increase!     The thing with them having no access to the meter, they have just as much opportunity for access as I do or the landlord Not really as they are nothing to the landlord and might not even have the details of the landlord as it is not the person who has the account with them, you do - the landlord never even turns up to the property, therefore if we're not permitted to enter the cupboard (or than commiting damage to it to force it open) to check the meter to see if there is a leak, how are we expected to know that there is one and pay out for it?Exactly the water companies argument, how would they know either ? I seem to remember that they obtained a key from the bulding maintenance company when they checked it a year ago so they do have an opportunity for access and at that time they read the meter as they are made to do, a read each year which they did , how do we know that they've spotted a leak and failed to report it, for example? You don't know, but it is highly unlikely as there is such a thing as a leakage allowance or adjustment which means the company removes the charges anyway (as long as certain things are done and that the leak is on their pipe work or underground and thus could not be seen by anyone, a leak on householder fixtures and fittings are not covered under that)

    I guess these are all points/concerns that I'll have to raise at them.

    oldnthrifty The bill will show the meter serial number and the date read. Also not all water meters are mechanical .There is such a thing as a digital smart meter that can over record or develop faults they do however tend to be the internal kind IE fitted in kitchens and bathrooms and attached to a touchpad.

    I know someone who was on a water meter they received a bill for around £1000 phoned the water company who told them there must be a leak and after investigation then realised that the toilet was continually flusing water through (instead of the valve shutting the water off when the toilet was flushed a continual trickle was running through the toiler) Not something that you would notice. Luckily they got it fixed and the water company said that it was an outreagous amount to charge them and re-calculated the bill on there last years usage. It does appear very much like something has gone wrong somewhere as thats a lot to be charged.
