www.lycamobile.co.uk are now charging 5p a minute to a UK Landline.
and subject to the T&C its free to call/text another number on the Lycamobile Network.

A connection charge of 10 pence will be applied per call. Maximum free talk time is 15 minutes per call. Calls over 15 minutes will be charged at 10 pence per minute.
