You don't say who the letter is from? Presumably your local utility / water company? In which case I doubt you have an alternative. The compulsion is not country wide (yet) - but parts of this thread suggest you are in the same area / situation?

Your area might have compulsary metering because of the recent water shortage ?, or your property already has a meter and the old occupiers were not paying on a meter so now it has changed hands you will be paying on the meter which is a standard thing across the water companys.0

my property does not currently have a water meater installed, and my water company is essex & suffolk water, and they currently have no water ban in place :j0

According to:
http://www.ofwat.gov.uk/aptrix/ofwat/publish.nsf/Content/infonote46
Water companies may install meters in properties when there is a change of ownership, and charge the new occupier according to that meter. Most companies install meters in new properties. The new occupier, in both circumstances, will be charged on the basis of usage without the option to move to an unmeasured supply.Stompa0 -
is a meter going to be more expensive then or have you a secret bottled water factory in the back garden?0

My meter is a installed out on the pavement so out side of my property. But when it was installed I don't know. As it was already here. But it saves me money as there are only two of us.
I assume they will put it where it is easiest of them to install.

With out getting too personal do any of your children have a disability. As you can get a special tariff if that is the case.
You need to have a look at your water companies water website and see if they offer any special tariffs.
