Thanks again for your advice. Age Concern have been contacted already but they just said to ring the housing association.
Although the problems have been going on for the two years since the chap moved in, up 'til now FN has tried very hard to deal with it. We saw her on Friday, as we do each week, and it became evident by her distress that day that something had to be done and it was Friday afternoon that Age Concern were rang. The HA were also rang on Friday but we couldn't get through to the correct person so will try again Monday morning.

I'd start with the Housing Association - used to work for one. They may already be aware of the issues your FN is having, but until they know how badly it is affecting other tenants they may not be able to do anything about it.
Your FN is entitled to 'quiet enjoyment' of her flat. If another tenant makes this impossible, they have to do something about it.Signature removed for peace of mind0
