Vodafone price plan change

Can someone advise me if whether it is possible to change to a lower price plan with Vodafone now that I am 13 months through an 18 month contract.

I am desperate to terminate the contract as soon as possible, but want to drop the price plan to the minimum available in order to keep the termination fee as low as possible.

Finallly is it known whether the line rental charge itself attracts VAT?

Month 9 of a contract I think but you can only drop one level at a time per month.
So 45 to 40, then 40 to 35 next month etc.
