We have been advised by Canary Wharf Management Limited, that on the 23rd September, Tower Hamlets will be targeting the following areas in the Canary Wharf estate, to enforce the prevention of littering, including cigarette butts, as well as ensuring people are only smoking in designated areas.
- Jubilee Plaza
- North/South Canada Square Park
- North/South Canary wharf DLR & Colonnades
If you are caught littering, you will be asked for your name and contact details and issued with a fixed penalty notice of £80. If you pay this immediately, the fine will be reduced to £40, if not, you may face conviction for the offence.
There will be 6 to 8 teams of 2 enforcement officers (in branded high visibility jackets), plus one CWML Security Guard, all with ID, in these areas.

If you are caught littering and refuse to give your name the enforcement officers are empowered to take your picture and then follow you back to your place of work in order to obtain your details from your employer, who is obliged to provide these details under law.

Council's normally base their claim on legislation with very dubious applicability. Hazardous waste.
There is no doubt in my mind that we will see the usual early adopters rush to exploit this potentially lucrative activity. Several have already tried.
For those living in such areas that do I would suggest some video activity undertaken by the public at the 'smoking corner' at the various council offices would give those councils a good start. They could then just dock their employees pay.0 -

No, I believe it is their intention to clamp offenders and then charge additional no-parking fines. Whilst clamped, you will be required to breathe into one of their special bags so that your emissions can be tested.
Advance information indicates that if you smoke more than 10 cigarettes per day, you will fail the tests and will be levied an £8 per day lung-congestion charge.
This is just the resurrection of the old link between Canary wharf and the mining industry. You will recall that in the old days, miners used to take canaries down the mines to test for potential poisonous fumes. Well, of course, in today's politically correct times, they can't use canaries to check for smokers in case the canaries get poisoned. They have, therefore, issued the wardens with bright yellow uniforms which, naturally, they do not like, hence the fact they go round in their own clothes.
The spurious charges for smoking are simply there so that they can feather their own nests.
