Can you park to unload in a residents only bay?

HiDoes anyone know if
a) its allowed to park briefly in a zone designated as "permit holder only" for the purpose of loading / unloading? I can only find references to it being allowed on yellow lines.
b) moving boxes & furniture into a new home would count as "loading / unloading?
I've received a PCN while parked outside to move in, and am not sure if I'm able to dispute it (or if it would be worth asking for discretion).
I'd assumed the whole street was pay & display but it was only the other end of the street (50 yards away) so we couldn't buy a ticket on the day, although we did write a note to say we were unloading & also made sure someone was by the van so we could move it if requested.
According to the parking attendant, we should have applied for a 'day permit' using the tenancy agreement as 'proof of address' so it may be that we were just in the wrong & will have to swallow the fine?

Permit only spaces are only for permit holders, no unloading, pay and display is no unloading unless the sign says so. You can park on double yellow or single yellow providing there are no double tags ion the pavement. If there are single tags on pavement check sign for times0

Rubbish.
There is no such sign to permit loading.
The answer is in the Traffic Regulation Order for the location. Most allow loading. A few don't. Access to the Order is a right for any interested party.

Where I live they have shared permit zones, i.e its permits and pay and display in the same bays. This changes a few things as they have to give you a 5min grace on your car to allow you to purchase a pay and display ticket0 -
Hmm... think I am going to end up paying this, mainly as I am worried that my appeal letter would be delayed due to the postal strikes & the fine will go up, and I really can't afford to lose another £60. .
There doesn't seem to be any other way to appeal except via post, which is annoying.I think I would have been hoping for discretion re: the loading anyway.0 -

discretion has nothing to do with it. Loading/unloading is a clear exemption when allowed at a certain location.
You need, as stated, to view the TRO and confirm that loading is permitted and check if it stipulates a time limit.
If you prefer to allow yourself to be robbed without even looking into it properly -- and wasting peoples' time, then I have no sympathy.

I Really don't like your aggresive and rude attitude. i work as a delivery driver in the center of town and i've had many runins with traffic wardens. I have been told many times by different traffic wardens if you park in a permit bay It's an instant ticket, if i'm in a mixed bay i have 5 mins to unload before they will ticket me. Now i'm not a traffic warden, but that doesn't mean i can't help the op. In regard to the sign, no, i haven't seen a loading sign in a permit area but then again i haven't seen every sign in this country. I wrote to check the sign as i was open to the possibility that there could be a sign like that somewhere.0 -
That somewhere would have to be in the legislation which was Neil's point I believe.
Neil has won many cases and, in my view after reading his posts, knows more about council parking than CEOs you meet on the street, He is an expert and an experienced one..0 -
