How to find the RV of a property?

in Water bills
I've moved into a new property which is unmetered. Does anyone know another way of finding out what the RV is? I'm getting error messages on the VOA website.

Only water companies use RV these days.
Most councils don't keep records for the RV of properties as they have not been used since 1990.
If you own the property, that information might be with the deeds.
Apart from that, I don't think you will be able to find any information on the RV0
