Not necessarily. From feedback here, it could go either way.

I think a lender that has turned you down recently for one of its credit cards (Virgin) and has blocked BTs and money transfers on your existing card, was not a good bet tbh, but this is just my opinion of course. Only MBNA knows the answer.

hopefully fingers crossed this will be ok and i'll get the new mbna if not it looks like i'm gonna have to try and pay the £500 cash on my hsbc pretty sharpish.

don't deal with MBNA - they will rob you blind - deal with ANYONE else - there are plenty of legitimate lenders - don't make my mistake!
