There is usually a contact number on the form or accompanying literature, so you can get further info.

Students can be registered on more than one electoral roll. The underage student cannot opt out if he/she is old enough to be included on the ER.

If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

Then the question is what to put on the form.
two students are there whilst they are on courses, one is 21 but registered at her main home with her parents, the other is under voting age and not interested in being on it. But it asks for all people who live there to be on it even if they are under voting age, provided they are 16 or coming up for 16, so that they may have them registered in advance. It cannot be said that nobody lives there and the council tax has been registered. So what is to be done without lying?

Complete the form exactly as is asked! It's not up to the student whether she wants to be registered, it's up to you to complete the form accurately.

"Research shows that as many as 22% of students are not on the electoral register. Many more are not aware that they can register to vote at both their home and term-time addresses. Our campaign encourages students to register to vote at their term-time address so they can have their say on issues that affect them.

Can I vote twice, at home and at uni?
    You can’t vote twice in:
    • a UK Parliamentary, Scottish Parliamentary, National Assembly for Wales or European Parliamentary election.
    • But you can vote in local government elections at home and at your term-time address, as long as they are not in the same local government area."
