Carphone Warehouse contract problems

I am posting on behalf of my sister who has various problems, we would be really gratefull for any help and advice on this situation please.
Its a long one...... sorry!

Story is:

Has 3 seperate contract phone accounts
1 for sisters use (out of personal bank acc)
1 for sons use (out of sons bank acc)
1 for partner's use (out of personal bank acc)
all on 12 month contracts rolling over through the years (appox 3 years)

partners contract changed in July 08 upgraded phone at same time contract changed to 18 months
In Dec 2008 he was arrested for domestic volience (not going onto too many details) they have since seperated.
He has kept the phone and refused to return it.
So sister is still liable for this account.
All bills were up to date in Jan, she had ex-partners line suspended as the Carphone Warehouse was unwilling to cancel the contract or lower the tariff to the minimum due to it being an 18 month contract.
Fast forward to now, they are demanding payment of £400 which she thinks is for either back dated line rental or possibly the full outstanding amount to the end of the 18 month contract (due to expire Jan 1010)

Is there any way out of the contract, under the circumstances, as the other issue is she has had to flee her home and move 175 miles away, she is currently unable to work because of depression and is claiming sickness benefit. Or is there a way of getting the tarriff lowered to it's minimum?

Does anyone know how to help get this mess sorted out.

PS there is no problem with either her own or her sons accounts, just Ex Partners one

    I doubt it, She is responsible for paying the bills as its her contract.

    Why will they not consider lowering the tarriff? i dont understand?
    ( I dont have a contract phone LOL i stick with PAYG LOL)
