parking ticket on bank holiday?

So last night I went to a friends house for the first time, didn't know the area too well but when I drove there and onto her street there were many parking spaces and a few labelled for disabled. I do know that most of the surrounding areas have "Permit holders only" painted onto the tarmac next to each parking bay, however this street did not, therefore I thought it was a normal pay and display. It was after 6pm so it was free to park there then anyway.
Anyway I knew the next day (today) was a bank holiday and I was completely innocently under the impression that this was the same as a Sunday and you were free to park for free. Maybe this is naive but it's what I thought. So at about 12pm I go to my car and there it is, my Penalty Charge Notice.
Now my issue is, I ALWAYS pay for my parking, I am strict about it I have no reason to try and beat the parking system. If I had known that I had to pay today on a bank holiday, I would have!!!
This seems extremely unfair to me and I am wondering if anyone can advise me the best way to go about my appeal? (Yes I have read the guide on how to do it).
I was just wondering on more specific lingo that some people might be aware of.
Thanks!

Today isn't a bank holiday. The next one is Christmas Day.
Also, you've managed to post your thread in entirely the wrong forum area. This is "wanna buy it or do it". Should have been in Parking Fines http://forums.moneysavingexpert.com/forumdisplay.html?f=1630 -

Wierd, I was told by several people that today would be a bank holiday in Scotland. Autumn Bank Holiday Monday?
check this website... lists it as bank holiday too...
glasgowchamberonline.org/page.asp?id=310 -
Are you in Glasgow then?
This thread links to this website for bank holidays in Scotland which doesn't mention one in September and post #7 in that thread says that 28 September is only a holiday in Glasgow and Aberdeen.
Looks like you might have been under a misaprehension and will have to pay up.0 -
Since shopping on Sundays and Bank Holidays has become much more popular, parking restrictions in many areas match weekday ones - you really can't assume otherwise0
-
I'm still confused about whether today is a bank holiday or not in Scotland (I know it is in Israel, so you should be good to park there
)
Anyway, bank holiday or not, the golden rule here is to always check the signs. Traffic signs take precedence over road markings. If the sign saysthen that's exactly what you do. When at the meter, if you see "Hours of operation: Monday to Saturday, blah blah blah, SUNDAYS AND BANK HOLIDAYS FREE" then your assumption has been correct. If, however, there is no specific indication that bank holidays are free, then you must assume that normal Monday charges apply, even if it's Christmas Day or Boxing Day. Bolton council are tightarses and even print "Bank Holidays, pay as normal" on their machines
Now if you go back to the meter in question, find that bank holidays are indeed free and the warden didn't recognise the day as a holiday, then you have the chance of appeal quoting that official council website as your defence.0 -
today is a holiday in Glasgow so your not going crazy don't worry
last monday was Edinburgh, still had to pay for parking here in Edinburgh too though!!
for some reason the no paying for parking only seems to come into effect when they are also english bank holidays, i think the reason for this is that alot of the bigger companies do not take the scottish bank holidays anymore so parking will still be busy here and loads of money to be made!!"The darkness has no answers"0
