The codecs aren't included with Ubuntu by default because they are restricted in some countries.
So you first have to enable 'Medibuntu'. When you've done this the w32codec pack should appear in the repo so that you can install it.
It's a while since I did this, so I'm rusty. (Still using 7.04 Feisty
