Have you considered another much more likely possibility?
The names may be same, ditto the numbers....but the email addy may not be ?
There is no way the SW could flag dupled names...too much chance of john smith entering multiple times and being different people...ditto the last few numbers of a phone number. That onnly leaves the email that needs to change for as many netries as you like I'd guess.

No, It Is the phone number thats the important part of the registration.

I just tried again, and got told, phone number already in use, and I used a completely different email address.

Also, when you fill the entry form in, you don't just put the last 4 digits in, you put the entire number in. This verifies you as a unique entrant(unless you use multiple sims), and then they just use the last 4 digits+scrambled name to identify you.
