There are 2 types of paypal buyer protection. The first and most comprehensive is the where the seller has the right to display the PayPal Buyer Protection shield (these are the rules that the sellers have to follow https://www.paypal.com/uk/cgi-bin/webscr?cmd=xpt/general/ProtectionsSeller-outside) In this situation if an item fails to be delivered, or is significantly not as described, and Paypal finds in your favour, you'll get your money back, whether there is any money in the sellers account or not.
The second policy is referred to by Paypal as the Buyer Complaint Policy (https://www.paypal.com/uk/cgi-bin/webscr?cmd=p/gen/ua/policy_buyer_complaint-outside) This is the one where they'll attempt to recover your money but there is no guarantee. This latter policy covers 2 situations. If the item was never received, they make an attempt to refund all the money (dependant on how much is in the sellers account). If the item is significantly not as described (and it was purchased through ebay) it uses the ebay framework to attempt to return the money, but also applies a £15 fee (just like if you went through ebay).
To add to the confusion paypal emails tend to refer to buyer protection policy when what they're really talking about is the buyer complaint policy.

Dont forget the item has to be one that you can claim on. Had a quick scan through the listing above and couldn't see but presume it was a dvd.

I also saw a note that even if the shiled is displayed in the listing, the listing is not covered if it is selling an item that is not covered.
Looking at the guys sales he appears to be selling games & dvds so they would be covered.

I had this problem with PayPal this month! I bought 3 items which were never delivered (seller NARU'ed) and no contact + fake address/phone details. The Buyer shield was on the auction and the items had up to £500 protection, however PayPal reverted to standard eBay protection (I was not over my 3 claims a year) - they just responded to my complaints with robot replies which had "your item is covered by PayPal Buyer Protection up to a maximum of £500" at the bottom! The first phone help guy could not speak English so I called the USA centre direct and they told me to fax them a copy of the eBay listings! I did this and nothing happened!0
