Council starting major works before consultation period finished?

I have a leasehold property (a converted house, now 2 maisonnettes)where the city council is the freeholder.
They have recently sent a consultation notice about re-roofing the property, which me and the owner of the other property in the block have written in objecting to as it does not need doing (to cut a long story short).
The 30-day consultation period is not even over yet, but the council have today brought a load of roof tiles round and left them in my back garden.
Can they do this? Would we be within our rights to remove the tiles?

no they have not had a survey (that was part of the long story). they have not even been to look at it (by their own admission). they have just decided it needs re-roofing cos of its age. but me and the other owner have both had (different) independent roofing contractors round who said it is good for at least another 25 years.
and they are not paying for it. they are charging us £3.5k each.
but that isn't really the point. i know they can proceed with the works despite our objections as there is no need for them to take our views into account.
the point is the consultation period isn't even over, let alone us having the required written response to our objections, and they're already underway!0 -
I'd be writing to the chief exec of the council, rapidly followed by a letter to the local press.This is an open forum, anyone can post and I just did !0

You need to get legal help quickly.

I think I will try phoning LEASE in the morning. don't want to waste their time but need to find out if the council is def. in the wrong!0
