Problem with VirginMedia

Hi,
I am with VirginMedia and held -2mb download speed. However, my speed was detected as 10mb since may when upgrade in speed was made for free. When i renewed my contract a few weeks ago, they said they would "upgrade" my speed even more. I was happy with this but didnt find out until yesterday that the speed is still the same at 10mb.
I phoned up customer services and they claimed that i shouldnt have been on the 10mb dowload speed before. Is this correct? i thought we were given free upgrades back in may?
