Buying Freehold of Leasehold Flat of 'my block'

Hello,
I completed on my Leasehold flat at the end of July and all is going relatively well. Just a few questions on buying the freehold which I may look into within a few years.

Basically I live within a court, There are 7 properties within the court.
I live at no 15 and no 11 is beneath me. I am not interested in buying the freehold of the whole block and that would be subject to other leaseholders of which I'm not sure how many/if they are any.
So basically my flat is fully self-contained, with it's own front door. I've been in the loft and it's all bricked off so basically it's an independent property and only joined in the structure of the building.
The question is within a few years (possibly) can I buy the freehold of 'my block' which would contain my flat + no 11 beneath me. I understand I would have to give the council a leaseback as the flat underneath me contains a council tenant but is this possible?
If I cannot do this I will not do anything as I don't need to buy the whole freehold of the block but if I can buy the freehold of my 'building area' containing no11 underneath as it's within that 'footprint' then I might do it.
If it's not explained very well please ask me any questions

You can't buy a slice of a block
You might be self-contained, but it's connected to the rest of the block because of things like roofing lines, drainage, etc.
To buy a freehold it needs everybody to club together to buy it all ... not one person trying to buy a bit. And it's a council block in the middle of a council estate.
Forget it, however you try to twist and represent it, it's never going to happen.0
