who do I need to get a refund from the company who sent it or the rather useless Halifax :)

Why should you get a refund? The company who sent it paid the £25, and they should receive a refund.

You need to confirm where the delay originated, i.e. at the sending bank or Halifax. You can confirm with Halifax, however the company will have to speak with their own bank.

If you are at financial loss, and Halifax are to blame, you can request an ex-gratia for the inconvenience. Likewise the company should be claiming back the £25 they paid, and, if the delay was caused by their bank, should be requesting ex-gratia on your behalf. Whether or not a 3rd party will oblige is a different matter.
Anything I post is my opinion, so from time to time I may be wrong. I try to provide answers based in fact, however I don't know everything, so (like all posters on MSE), take what I say with a pinch of salt.
