To be honest I think the system may still be air locked
it does sound like a possibility,radiator or expansion cap off run engine ticking over for a bit, massage all coolant hoses get the water bubbling over the open cap.
if it doesnt work then the thermostat should be taken out. you could also change the water pump,im not sure about your engine but i know the older VW engines had the pump running off an auxilliary belt rather than the timing belt, so it was a very easy pump to change and GSF sell them for about £15, the thermostat cover bolted on to the side of this pump. last time i got one it was about £20 for pump,thermostat and new cap with sealing O ring.
if it still doesnt keep the temperature low then the head gasket would be the next possible cause of such varying temperatures....work permit granted!0
