Telecomms competition a complete fiasco ?

After looking into some of the juicy broadband offers I find I have no chance of gaining anything from them.
Our local exchange is simply BTw and never likely to be anything else. It's really galling to find that if we lived just a mile or so nearer town, Plusnet, for example, would cost us just £5.99/month rather than £11.99.
I thought the govt. were keen for rural areas to share in internet connectivity.
It's bad enough having a dog slow connection without having to pay twice the price for it.
