PAYG with call divert?

Hi, can anyone recommend a PAYG sim card with cheap overseas calls that will allow call divert?
In an attempt to avoid horrendous roaming charges on a forthcoming trip to China, my plan is to divert my Orange contract phone to a cheaper provider of overseas calls (i.e. like Lebara 4p to China mobiles, but doesn't call divert) then divert that to my Chinese PAYG sim.
Any suggestions??
TIA

How about Vodafone International on a 30 day contract? Obviously you can't 'cap' your costs like you can on PAYG.0
