I wrote to my MP, who in turn wrote to the CEO of Student Finance England. The CEO certainly got the matter investigated. He obviously delegated the work, but the reply to the MP was thorough, pretty accurate (except for the fact they forgot to mention they had obviously had lost our original forms and luckily I had made photocopies, so I sent the whole lot again), but they certainly looked into it. He catalogued the exchange of forms and letters we had sent, including relevant dates.

Luckily my daughter's correct Statement of how much she would be paid arrived on the Friday before she went to Uni on the Sunday. (i.e. two days later).

The MP then forwarded the reply to me, along with a short covering note.
I really think his intervention highlighted their incompetence and got things moving.

The alternative numbers for student finance helplines are as follows:

    Student Finance England 0845 300 5090 / 0141 243 3600
    Student Finance Wales 0845 602 8845 / 0141 243 3960
    Student Finance Northern Ireland 0845 600 0662 / 0141 243 3591
    Student Awards Agency for Scotland (SAAS) 0845 111 1711 / 0131 476 8212

All these alternatives are answered in exactly the same way with the same menu as the respective 0845 numbers. This means that calls will be put through to the same advisors.

I'm not sure what the 0141 243 3929 was, I don't recall trying it. There are other geographical (0141 etc) numbers that may or may not be those that students will be put through to when they call via the main menu.

I thought this may be useful as I cant see it posted this year. I've just used the 01412433600 and got through fine. Thanks to DonnyDave :D

Thanks for the support. I looked for these numbers so I could list them at SAYNOTO0870.COM in our database of alternatives.

I knew that the Student Finance 0845 numbers for England, Wales and Northern Ireland were hosted by Student Loans Company, so I set about digging through its numbers. I had to dial through about 400 numbers before I struck gold with the 0141 equivalents for England and Northern Ireland, which are answered exactly the same (i.e. with the same menu) as the 0845 numbers.

I have tested these student finance numbers sometimes, and every time I have done so they have not been engaged and have been answered. I wish they wouldn't use 0845 numbers, and instead use 03 ones which are billed on the same terms as 01/02 calls for mobile and landline users. Then there would be no need to go hunting for alternatives.

I also found that the Bursaries Helpline, which is 0845 603 4016, has an alternative of 0141 243 3964. ;)
