Byke or bike is a Scottish term for a wasps nest.
Not all local authorities routinely offer a pest control service. If this is the case, the staff in Environmental Health should be able to offer you advice over the phone though.
If you are tackling a nest yourself, the best time to do it is in the evening just before the sun goes down, as that's when the wasps will be in the nest. Ant powder will do the trick, as will the wasp nest killer spray.
Katyk - I reckon that you're going to have to dispose of that load of compost I'm afraid if you use any of the chemical based killers to get rid of the bike that's in your compost heap. You could try the hot water, but try it in the evening rather than during the day when the wasps are more likely to be active.
