orange broadband cancelled no fee but have a BT cancellation fee

Just been on the phone to Orange to cancel broadband as moving house on 20th September and will not need it as have just signed up for their mobile broadband.
Eveything was fine until I was told I have to pay £24.61 cancellation fee for Orange to pay to BT to reinstate the phone line to its original state. No charge if I were just moving the service over but I cannot do that as there will be no BT line at new address.
Just wondered if this had happened to anyone else?
