A bank statement isnt usually required - the number is taken from the claimant and if they get it wrong its their own fault.
My LA does. Some people have crappy handwriting, some people don't understand the info needed, some people make simple mistakes and don't need to have their tight finances made worse by having their benefit paid into a random account and not be able to get it back. Some suspicious LA's like to see that the account that they are paying thousands of pounds into belongs to the person claiming and not an unscrupulous landlord or undeclared partner.
We pay by cheque but also BACS, depending on the circumstances. Most LA's do both, but BACS is a relatively recent thing in benefits (stress on the relatively)0
