Does Tiscali offer new customers cheaper deals than current customers?

Hi,
I have been with Tiscali for ages. No longer tied into a contract so free to shop around. They have offered me £30.98 per month package (broadband, phoneline rental & anytime calls). This is reduced to £25.98 for 1st 3 months.

Am I wrong? Have I missed something? I have been told (by Tiscali) when I mentioned that I wanted to look at other providers that free broadband is not available in all areas so she said beware of that when you see an advertised price including free BB as I probably won't be eligible for that due to area.

We do live out in the sticks and have a very old exchange which has recently gone from 1 meg to 2 meg but thats the best we can get. Will the deal they offered me on the phone be the best Tiscali deal (for our area) or should I be negotiating?!

It certainly looks like £19.99 per month ( £14.99 1st 3 months) to me too! There is the set up fee, but even with that its cheap! I am still unsure whether to go with them or not as Talk Talk has bought them out and I am ceratinly not a fan of Talk Talk!! I may go with the post office for £24.95 per month instead.???
