Virgin Refusing Credit!

Hello all, I'm an avid MSE follower but have never posted before. I'm hoping someone may be able to offer me some advice.
My girlfriend, Rachel, signed up to Virgin Media (TV, web, phone) in a rented house she has just moved into. They didn't send her the box of tricks when she expected, so she rang them. They informed her they could not set up the account because...
The tenant before her at her previous address, who was called Rachel, still owes money to Virgin. The woman on the phone basically said they suspect she is the same person... because Rachel is clearly such a rare name
So, the plan so far is that after work tonight we'll sit down and go through the experian and equifax credit files. I've done this myself so I know the drill. I guess we need to take it from there depending on what shows up.
Really I'm wondering whether VM in fact should be investigating to make sure she is a different person, or are they at the mercy of whatever credit agency they use?
Any advice would be much appreciated.

If there are any doubts, offer to send in a copy of the tenency/rental agreement for the flat that will show shen your GF moved in.
That should sort any problems out, as it should prove that your GF has only just moved in (although I wouldn't have thought it too much of a problem unless your GF and the previous tenant share a surname as well, or the VM CS bod just wanted to clear the call as fast as possible).0
