    What is the point chasing someone who is struggling but has made a firm effort to clear the principal. Taking the matter any further would only add charges causing more hardship

    The councils are legally obliged to chase any non payment of council tax or NNDR plus any fees arising. You can blame your local council for how they go about doing this but you need to blame central government for the fact that they have to do it at all.
