I've just had a reply back from my local trading standards. Basically they are less than helpful. I work in the same building as these people and I'm not surprised by there apathy!
They inform me that they do not know of anyone that is an "expert in this field". So it looks like I'll have to take it to my nearest reputable tv repair company for an independant report.

It sounds like faulty capacitors in the psu, which happens quite a bit, normally takes longer to take and refit the back than to replace them!
Some manufactuers will give the parts FOC but they don't often pay for the labour. More you moan, the more you get generally!
